Mission

JOB PURPOSE: 

Manage all of the day to day activities of the Safety Team, (Railway Safety, HSE and Fire), to ensure the safe operation of all activities applicable to RATP DEV Mobility Cairo, in accordance with the Safety Management System and legal framework under the National Authority of Tunnel (NAT), ensuring Rules and Operating Procedures, Safety policies and practices are consistently followed and enhanced in order to ensure that risks are managed in the day-to-day operations.

Provide authoritative advice to senior management on Rail Safety and HSE related issues, including safety investigation, audit and assurance matters.

Ensuring that RDMC complies with all of the applicable legislation.

Profile

RESPONSIBILITIES/DUTIES 

Manage the Safety Team, (Railway Safety, HSE and Fire).

Define, implement and review the Safety Management System, with the support of the other directorates.

Ensure that any regulation updates (applicable to safety) are addressed within the relevant policies and procedures.

Develop and maintain the Operational Hazard Logs and identify effective mitigations.

Work with other departments in developing high quality and consistent safety practices and culture in normal, degraded and emergency modes through the development and continuous improvement of the Rail Safety Plans, Policies, Emergency Plans, Procedures, Work Instructions and Forms.

Ensure that safety policies, rules and procedures are systematically improved and regularly revised in the light of technology, regulation, industry benchmarks and associated risks or opportunities.

Oversee safety performance standards by ensuring effective oversight of activities, incident investigations and the adoption of remedial action aimed at securing safety.

Ensure that appropriate and adequate training programs are developed and delivered in conjunction with the HR Department.

Support and maintain productive working relationships with the customer and any local authorities eg: Civil Defense.

Promote a positive Safety culture within the workplace and attend any Safety related meetings/briefings as required.

Work with the Performance team, ensuring KPIs and data within the safety area are strictly monitored, reviewed and reported on, in line with contractual requirements and that any actions necessary to improve on performance are implemented and reviewed.

Ensure complete and proper investigations are carried out into incidents and serious near-misses and are properly recorded and investigated to determine the root causes.

Represent the RHSE directorate and promote a good HSE culture within the company.

Lead by example.

Manage internal (control) audits for Railway Safety.

Work with the Performance Manager to produce Annual Safety Reports.

Manage actions contained within actions plans, specifically the RDMC Action Plan for compliance and improvement.

Lead his/her team, demonstrating clarity of vision, ambition, enthusiasm and a genuine commitment to RDMC success. This will be characterized by open and honest dealings, a high degree of collaboration and a consistent effort to build and maintain positive relationships at every level.

Manage the safety team by maintaining & developing internal skills and competencies.

Other duties and responsibilities might be assigned.

ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

QUALIFICATIONS:

A bachelor’s degree in engineering or any relevant field

Specific qualifications/training in safety, risk management and railway safety

Chartered status or accredited membership of an appropriate professional body associated with some of the job requirements

KNOWLEDGE:

Knowledge of major railway operations (including Metro Operations), transport operations, related safety disciplines.

Specific qualifications/training in safety, risk management, investigations.

Extensive knowledge of railway legislation, codes of practice and international standards.

Demonstrated ability of Safety Management Systems,

Knowledge of firefighting equipment and strategies (tunnels, buildings and stations)

Knowledge of specific standards, norms relating to railway safety perimeter, including but not limited to: ISO standards 31000 (Risk management), EN 50126, EN 50128, EN 50129

Proven investigation skills with knowledge of best practice methodologies

Highly developed written and verbal communication skills

Ability to liaise harmoniously with management and staff at all levels.

Demonstrated ability to lead and motivate staff.

Provision of superior guidance, advice and support in the areas of operational rail safety.

Innovative approach and ability to prepare detailed submissions for management consideration.

Able to address difficult and complex tasks within very tight timeframes

EXPERIENCE:

10 - 15 years’ experience in safety management, preferably within the rail sector

Experience in managing a safety team

Proven track record of managing network safety practices and procedures in a transport environment.

Knowledge of the legal framework around Safety, Risk Management, Railway Operations
