JOB PURPOSE: 

The Junior HR Officer is a key contributor to the seamless execution of the Personnel function. This role is fundamental in maintaining the integrity and accuracy of employee data management and HR systems, driving efficient HR operations across the company, managing the employment contract life cycle, providing guidance to employees on organizational policies and labor compliance. The Jr HR Officer facilitates a positive and efficient new-hire onboarding experience in addition to handling the offboarding process for leavers.

Profile

RESPONSIBILITIES/DUTIES 

HR Information System (HRIS) Management:

Maintain and update employee personnel files (both digital and physical), ensuring strict adherence to data privacy and ensuring that they are ready for any internal or external audits.

Guarantee data integrity within internal HR systems and databases, facilitating timely and accurate reporting.

Administer and accurately track all employee leave requests and records, ensuring current balance updates and full adherence to company policies.

Employment Contract Management:

Assist in the employment contract creation using approved templates, ensuring all terms (salary, job title, start date, probation period) are accurate.

Monitor the "Contract Expiry" report regularly to identify which contracts are ending in the coming quarter and reach out to department heads to confirm contracts renewal.

Draft "annexes" or amendments when an employee receives a promotion, salary increase or change in job scope during their tenure.

HR Administration and Payroll Support:

Proactively assist in the new-hire onboarding lifecycle, including collecting and verifying necessary hiring documents and the distribution of essential organizational documents and policies.

Respond to new employees’ queries and ensure a successful transition into the company.

Assist in the comprehensive employee offboarding process, which involves coordinating with relevant departments for asset retrieval and system access termination.

Collaborate with Payroll team to finalize benefits & pay and ensure the timely processing of final clearance documentation.

Assist in the collection process of the monthly payroll variables (e.g., new hires, leavers, leave utilization, bonuses, and deductions) ensuring timely and accurate employee compensation.

Employee Relations and Legal Compliance:

Serve as a primary contact for employee inquiries, providing accurate consultation on HR policies, procedural guidelines, and relevant employment legislation.

Handle both HR portal, phone inquiries and resolve general HR-related matters.

Act as a designated HR Representative across various company locations (e.g., Head Office, Depot, L3 and LRT Lines), ensuring consistent delivery of high-quality HR support across all sites.

Assist in conducting internal workplace investigations and implementing disciplinary actions in full compliance with both the labor law and the internal policy.

Record all disciplinary actions taken against employees in the Penalty log ensuring accurate employees’ history.

Coordinate the timely processing and submission of Social Insurance Form 1 for new enrollments and Form 6 for terminations to ensure full regulatory compliance.

Promote a positive safety culture within the workplace and attend any safety-related meetings or briefings as required within the job role.

Comply with the requirements of RDMC RQHSE Policy and Safety Management System.

ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

QUALIFICATIONS: 

Bachelor’s degree in Human Resources Management, Business Administration, or any other relevant field.

Excellent command in Arabic & English.

KNOWLEDGE: 

Proven proficiency with Human Resources Information Systems (HRIS).

Fundamental understanding of the labor law legislation and compliance requirements.

Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint).

EXPERIENCE:

0-3 years of experience in an administrative HR capacity, such as an HR & Admin Officer, HR Administrative Assistant, or a similar People Operations role.
