JOB PURPOSE: 

The Operations Training Engineer is responsible for planning, delivering, and evaluating operational training programs to ensure staff competence, safety compliance, and adherence to organizational standards. The role supports continuous development through structured learning, coaching, and performance assessments while fostering a culture of safety, accountability, and excellence across all operational teams.

Profile

RESPONSIBILITIES/DUTIES 

Training Design & Delivery

• Develop, update, and deliver comprehensive training programs for operational staff in alignment with organizational and safety standards.

• Conduct both theoretical and practical training sessions for existing and new staff according to established schedules.

• Create engaging and structured training materials, including lesson plans, visual aids, and presentations.

• Ensure all training materials are approved and stored within the document management system.

Trainee Supervision & Evaluation

• Supervise and mentor trainees throughout the training cycle, ensuring objectives are met and safety standards are observed.

• Conduct regular assessments to evaluate trainees’ proficiency and determine readiness for certification or graduation.

• Provide ongoing feedback and coaching to address skill or knowledge gaps.

• Maintain accurate and detailed trainee performance records, reports, and dashboards.

Competency Management

• Implement and monitor the Competency Management System (CMS) to assess staff competency and job performance.

• Conduct periodic evaluations and refresher assessments to ensure operational safety and compliance.

• Identify training needs and recommend corrective actions based on gap analyses.

• Develop individualized training profiles based on evaluation outcomes and observations.

Safety & Compliance

• Promote and ensure compliance with Health, Safety, and Environmental (HSE) policies throughout all training activities.

• Verify that all participants are medically and physically fit for training requirements.

• Model and reinforce adherence to railway safety regulations and operational procedures.

• Communicate safety updates and operational notices effectively across all levels of staff.

Administrative & Coordination Responsibilities

• Prepare detailed training activity reports, including progress updates and performance dashboards.

• Coordinate with department heads and line managers to align training initiatives with operational needs.

• Ensure proper documentation, tracking, and reporting of all training-related activities in systems such as Safe Tracker and Qlik Sense.

• Undertake any additional duties assigned to support operational development initiatives.

ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

QUALIFICATIONS

• Bachelor’s or Master’s degree in Engineering.

• Previous experience as a Duty Chief Controller or Transport Supervisor.

• Fluent in English and Arabic, French is a plus.

KNOWLEDGE

• Strong command of the English language (spoken and written).

• Advanced proficiency in MS Office tools.

EXPERIENCE

• 3–5 years of experience in railway operations or a related technical field.

• Proven exposure to structured training and assessment environments is an advantage.
