HSE Advisor
Mission
JOB PURPOSE:
The HSE Advisor is responsible for supporting the effective implementation of Health, Safety, and Environmental (HSE) strategies across the project site. This role ensures compliance with RATP Dev policies, legal requirements, and international standards while fostering a proactive safety culture. The position involves supervising HSE operations, coordinating inspections, overseeing environmental practices, and leading incident investigations to minimize risk and promote continuous improvement in workplace safety and environmental performance.
Profile
RESPONSIBILITIES/DUTIES
HSE Operations & Supervision
• Assist the HSE Delivery Manager in executing weekly and monthly HSE plans.
• Supervise and coordinate site HSE activities, especially where interface with contractors is involved.
• Ensure timely and accurate inspections are conducted as per project requirements and maintain proper records.
• Support in reviewing and approving work permits (PTW) in alignment with RDMC procedures.
• Lead and follow up on investigations of accidents, incidents, near misses, and unsafe conditions.
• Provide HSE guidance to site personnel to prevent injuries, equipment damage, and environmental risks.
• Participate in visits by labor office representatives and other external audits.
• Support the development and coordination of emergency plans and drills.
Environmental Management
• Oversee execution of the environmental measurements plan, ensuring full compliance with local regulations and internal policies.
• Monitor and report environmental resource usage (energy, water, etc.) monthly.
• Validate documentation related to waste disposal and scrap handling.
• Lead environmental incident investigations and ensure corrective actions are implemented.
• Develop and coordinate environmental emergency scenarios and evaluate outcomes for continuous improvement.
HSE Compliance & Legal Requirements
• Conduct HSE legal compliance checks for specific regulatory requirements.
• Ensure the company’s obligations are met regarding statutory health, safety, and environmental protection.
• Provide accurate documentation and assist in compliance audits and inspections.
HSE Management System & Standards
• Support the deployment and maintenance of RATP Dev HSE management systems, including tools like Safe Tracker.
• Assist in the development and implementation of local procedures aligned with international standards (ISO 14001, ISO 45001).
• Support updates to HSE documentation to reflect new procedures or regulations.
Training & HSE Culture Development
• Organize and participate in Toolbox Talks, safety inductions, and HSE training programs.
• Inform and train staff on safe work practices and environmental responsibilities.
• Promote and recognize best practices and address any violations of RATP Dev policies and standards.
• Support management in HSE risk assessments and the implementation of preventive controls.
Safety Leadership & Reporting
• Foster a strong safety culture across all levels of staff and contractors.
• Lead regular safety meetings, drills, and awareness sessions.
• Maintain and organize accurate records of inspections, incidents, investigations, and corrective actions.
• Submit hazard observations and lead root-cause analysis for incidents.
• Coordinate the development and periodic review of health, safety, and environmental policies and systems.
Documentation & Reporting
• Maintain all safety-related records, including inspection reports, investigation files, training logs, and compliance documents.
• Ensure accessibility of documentation for internal use and external audits.
• Provide management with detailed reports and follow-up on the implementation of corrective actions.
Safety Responsibilities
• Promote a positive safety culture within the workplace and attend any safety-related meetings or briefings as required within the job role.
• Comply with the requirements of RDMC RQHSE Policy and Safety Management System.
• Be mindful that Safety, Security, and Environmental protection are everyone’s responsibility.
• All staff members are accountable for reporting and intervening in any Safety, Security, or Environmental violations.
Other Duties
• Provide inspection tools and checklists to assess safety conditions systematically.
• Undertake additional duties as assigned by management.
ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE
QUALIFICATIONS:
• Bachelor’s degree in engineering, Science or a recognized Health & Safety qualification accredited by the relevant authorities in the country of operation (where applicable).
• Proficient in English, both written and spoken.
KNOWLEDGE:
• Experience in the development of organization-wide policies.
• Familiarity with railway operations, safety procedures, and the regulatory environment.
• Knowledge of management standards relevant to the systems under responsibility.
• Expertise in risk analysis and assessment.
• Proficiency in utilizing HSE management tools.
EXPERIENCE:
• From 5 to 7 years of relevant experience, preferably in the railway sector or heavy industry, with a strong focus on management, including ISO certification and/or Health, Safety, and Environment (HSE) management for high-performance systems.
• Proven experience in supervising HSE teams, leading incident investigations, and coordinating with multiple stakeholders, including contractors and regulatory bodies.
