JOB PURPOSE:

The PTW Engineer is responsible for managing and overseeing the Permit-to-Work (PTW) process to ensure safe and efficient railway operations. This role involves coordinating permit approvals, assessing risks, ensuring compliance with safety protocols, and optimizing scheduling. The PTW Engineer collaborates with Operations, Maintenance, and HSE teams to facilitate smooth railway activities while upholding strict safety and quality standards.

RESPONSIBILITIES/DUTIES

Permit-to-Work (PTW) Coordination & Management:

•Attend weekly coordination meetings to organize, prioritize, and schedule work related to PTW requests.

•Review and evaluate submitted PTW requests to ensure accuracy, compliance, and operational feasibility.

•Manage and control Persons in Charge (PICs) for both internal and external teams.

•Ensure that all PTWs are properly documented and aligned with operational safety requirements.

•Monitor site activities to confirm adherence to PTW regulations.

•Work closely with Maintenance and HSE teams to secure necessary approvals for PTWs.

•Maintain an updated and accessible database of all PTW records for audits and compliance checks.

•Manage PTW distribution and ensure all stakeholders are informed of approved permits.

•Follow up on PTW closures and ensure work completion reports are documented.

Risk Assessment & Compliance:

•Evaluate risks associated with PTW requests and implement action plans for safe operations.

•Ensure compliance with railway safety regulations, operational procedures, and industry standards.

•Identify potential hazards and recommend mitigation measures to enhance safety.

•Conduct on-site inspections to verify adherence to PTW guidelines.

•Report any non-compliance incidents, unsafe practices, or violations related to PTWs.

Participate in safety audits, risk assessments, and compliance inspections.

Reporting & Documentation:

•Prepare and present weekly and monthly reports on PTW activities, approvals, and compliance status.

•Maintain an accurate record of all PTW requests, approvals, extensions, amendments, and closures.

•Conduct post-PTW evaluations to analyze work execution, challenges, and areas for improvement.

•Ensure proper documentation and filing of PTW-related records for future reference.

Operational Support & Stakeholder Coordination:

•Collaborate with different Operations teams and Units, as well as Maintenance, and HSE departments to facilitate PTW-related activities.

•Coordinate work schedules to minimize disruptions while maintaining operational efficiency.

•Support emergency response planning by ensuring special PTW requirements are managed effectively.

•Provide guidance and training to staff on PTW procedures, documentation, and safety requirements.

•Assist in optimizing track availability and work planning to enhance railway operations.

ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

QUALIFICATIONS:

•Bachelor’s or master’s degree in engineering (Mechanical, Civil, or Telecom) or a related field.

•Certifications in railway operations, project management, or safety management are a plus.

KNOWLEDGE:

•Fluent in English and the local language, with strong verbal and written communication skills.

•In-depth understanding of railway operations, signaling, track maintenance, and rolling stock.

•Strong risk assessment and analytical skills for identifying and mitigating operational hazards.

•Proficiency in planning and scheduling software used in railway operations.

•Ability to build and maintain strong relationships with internal and external stakeholders.

•Strong organizational and problem-solving skills, with a proactive approach to operational challenges.

•Familiarity with railway safety regulations, PTW processes, and compliance standards.

EXPERIENCE:

•Minimum 3-5 years of experience in railway operations, track maintenance, or PTW management.

•Experience in monitoring railway traffic, track access coordination, and risk assessment.

•Background in incident response, safety audits, and compliance inspections in railway operations.
